HR Manager

Location: Pittsburgh, PA

Job Type: Contract to Hire

The Human Resource Manager will lead and direct the routine functions of the Human Resources department including talent acquisition, onboarding and off boarding, benefits and leave administration, learning and development, and creating and enforcing company policies and practices.

We are looking for an ambitious and self-motivated HR professional that is looking to work cross-functionally amid a union and non-union environment.

Responsibilities:

  • Drives process improvement efforts including simplifying and standardize work;
  • Partners with the leadership team to understand and execute human resource strategies;
  • Provides support and guidance to management and employees when complex, specialized, and sensitive questions and issues arise;
  • Manages the talent acquisition process, including position bids, recruitment, interviewing, and hiring/onboarding of qualified job applicants; collaborates with departmental managers to understand skills and competencies required for openings;
  • Administers benefit programs including self-insured medical, dental, vision, pension retirement plan, PTO, employee assistance, COBRA, Life and Disability Insurance, and other benefits. Works with benefit vendors regarding service issues. Leads annual benefit open enrollment;
  • Oversees labor relations functions including grievance administration and disposition, preparing for arbitration hearings; manage, interpret and administer the facility’s labor contract(s) and work rules;
  • Oversees employee disciplinary meetings, terminations, and investigations;
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees;
  • Creates and maintains up-to-date job descriptions for all employees;
  • Identifies performance management opportunities and coordinates annual performance review process;
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent;
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; creates and updates policies and practices to maintain compliance;
  • Retains historical human resource records by designing a filing and retrieval system and keeping past and current records;
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law;
  • Performs other duties, as assigned.

Education & Experience:

  • Bachelor’s degree in Human Resources, Business Administration, or related field required
  • 5+ years of experience in progressively responsible human resource roles
  • Experience assessing, generating, and deploying various HR initiatives
  • Ability to work collaboratively with all teams, departments, management levels within the company, and external stakeholders
  • Strong PC skills, including Windows, Word, PowerPoint, Excel, and Outlook
  • Demonstrated knowledge of Labor Relations and NLRB (Union) regulations preferred
  • HR certifications (SHRM-CP or PHR) highly desired
  • HR Policies / Procedures across the entire municipality
