Program Manager

The IS Program Manager provides strategic and operational guidance to a focus area for the Enterprise and its Information Services Department. Integrates related projects and operations for the focus area using best practices and standards. Facilitates program and project expectations and status between teams and vendors. Ensures customers’ needs are understood among stakeholders, project managers, and technical staff. Translates technical requirements to stakeholders. Utilizes agile practices to continuously improve applications and systems within the focus area.

Responsibilities: • Manages interconnected projects and operations with technology components in adherence to PMI’s PMBOK best practices and agile project management (e.g. Kanban) – Examples of best practice tasks include: – Developing program and project plans, roadmaps, timelines, and contacts – Managing project/product backlogs, resources, milestones, architecture, and technical specifications – Obtaining necessary approvals from all stakeholders – Reviewing applications during development lifecycle • Serves as a primary business contact for the Information Services department – Coordinates relationships and communications with staff, technical vendors, and consultants for the area of focus – Maintains environments, orchestrates deployments, and manages focus area issues • Leads and/or participates in multi-disciplinary teams – Coordinates cross-project and operational activities that have technical components in the program manager’s area of focus • Resolves organizational problems and develops technical solutions – Analyzes requirements and needs – Designs solutions and incorporates them into multiple interconnected products and projects – Rectifies the impact of system changes on other systems and the network – Upholds compliance and governance of applications, systems, and data • Evaluates and issues RFPs for technology products and services – Obtains and evaluates proposals and bids – Negotiates contracts – Manages vendor relations, service contracts, budget, and third-party resources • Meets with users to determine scope, needs, and functional requirements for new or changing systems • Writes QA scripts in conjunction with IS staff – Provides end-user test environment for User Acceptance Testing by staff prior to application deployment – Works with the Infrastructure Team and developers to manage systems deployment • Develops accurate documentation including – End-user manuals – Status reports – Change logs – Updates to initial project plan.

Leadership: Manager – Individual Contributor • Develops and monitors annual budgets and corresponding business cases to ensure utilization meets strategic, operational, and budgetary goals • Facilitates departmental operations and/or organization-wide functional in support of organizational priorities • Demonstrates capacity to manage resistance to change and removes barriers for transformation and resources • Demonstrates and supports a culture of diversity, equity, and inclusion.

Skills Required/Preferred: • Strong knowledge of application development lifecycle, ITIL-based processes, web application technology, and IT Service Management concepts • Strong working knowledge of enterprise software and systems that would enable us to better serve internal and external customers • Excellent organizational and time management skills, with the ability to manage multiple projects • Strong written and oral presentation skills including presenting information and answering questions from managers, clients, customers, and the general public • Ability to write reports, business correspondence, and procedure manuals • Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, or governmental regulations.

Education and Experience Required Preferred: • Bachelor’s degree • 5 years of programming, systems development, and associated project management experience.

Digital Product Management certification: • Agile certification • Project Management Professional (PMP) certification.
